Online Poll Gives Resounding ''No'' To Road Usage Charge Bill

A bill that would impose a road usage charge on motorists in Wyoming didn t get a very favorable response from those taking a Townsquare Media of Cheyenne online poll last week.
As of 7 a.m. on Monday, Feb. 22, 81 percent of those taking the poll were against the idea, while 15 percent of respondents like the idea. In raw numbers, that broke down to 338 people voting no versus 64 who supported the idea.
It should be noted that online polls are not demographically weighted to match either the electorate or the overall population, but instead are open to anyone who chooses to respond to the poll. ....

The gas tax is running out of gas. It doesn't pay for our road needs. But taxing electric cars to fill the pothole is the wrong approach.

• Hybrid vehicles would go up from $20 to $50
• plug-in hybrids would jump from $52 to $260
• all-electric vehicles would go from $120 to $300
This would be the highest such fees in the nation.
The argument is that, because alternative-fuel vehicles don’t use as much (or any) gasoline, drivers aren’t paying their fair share when it comes to building and maintaining roads.
Gas tax revenues have indeed plummeted, but electric cars make up less than 2% of cars on the road. And these hefty new fees would generate just $6 million in 2023, meaningless in context of the Utah Department of Transportation’s $1.6 billion annual budget. ....

Lawmakers Advance Measure To Make Utah's Electric Vehicle Fees Highest In Nation

A proposal to significantly increase the registration fees on electric vehicles in Utah cleared a legislative committee this week.
H.B. 209 by Lehi Republican Rep. Kay Christofferson would more than double the fees on electric vehicles from $120 to $300 annually, and more than quadruple the fees on plug-in hybrids, which would see a yearly fee increase from $52 to $260. That would put Utah’s EV fees higher than any other state in the nation.

The idea behind the proposal is that while fees on the purchase of gasoline pay for road maintenance in Utah, electric vehicle owners don’t pay for the very simple reason that they don’t buy gas. ....

Businesses and labor groups urge support of 18th Amendment

A broad coalition of businesses, labor groups, and associations, including Washington Policy Center, have urged lawmakers that “if a Road Usage Charge (RUC) is enacted, any revenues [should] include protection under the 18
th Amendment to the Washington State Constitution.”
The 18
th Amendment protects certain revenue, like the gas tax, for highway spending only. As the letter points out, “The legislature has a long history of sweeping funds for other uses and the constitutional protection is the gold standard in ensuring drivers that those dollars are not at risk.”
The RUC is a per-mile charge being studied by the Washington State Transportation Commission (WSTC) and is intended to replace the gas tax. Therefore, it should replicate the features of a gas tax, including how the money is dedicated and spent. The letter echoes this basic principle. ....
